The election system of Afghanistan
The election system of Afghanistan is full of challenges and problems. The fraud and crises in election shows that a new and standard election system is really needed to avoid all the current social, economic and political problems.
To have a better election in the future, the first thing we need is an independent election commission and hiring honest employees.
I think if we have experienced and neutral employees that are trusted working in the IEC, then we will have a better election. Meanwhile the election laws need to be modified.
The most effective way to fix the election process is to give out electronic Tazkira and electronic voting cards.
سيستم انتخاباتی در انتخابات پارلمانی در افغانستان عيناً مانند کشور های پيشرفته دنيا چنان است که بايد کانديد ها از يک حوزه انتخاباتی نه بلکه از مجموع يک محل ( شهر، ولسوالی و علاقداری ) خود را کانديد می کنند و بعداً هر کدامی که بيشترين آراء را بدست آورد نماينده مردم تعيين می گردد. يعنی يک ناحيه خاص و يا يک محل خاص، نماينده خاص خود را ندارد بطور مثال ناحيه اول شهر کابل نماينده خاصی ندارد، بلکه همه نماينده گان شهر کابل از همه محلات نماينده گی می کنند.

To have a better electoral system we need strong management and neutral employees.

روش سيستم انتخابى در افغانستان (SNTV)
است که رای در ان قابل انتقال نيست و از اين سيستم در کشورهاى استفاده ميشود که تجربۀ انتخابات به تازه گي در آن صورت ميگيرد ، بار اول اين سيستم در کشور جاپان تجربه شده است
سیستم عدم انتقال یافتن یک رای در مجموع از سیستم های اکثریتی شمرده میشود ، واگر در حوزه های کوچک تطبیق شود؛ تناسبی است، اگر سیستم یاد شده در حوزۀ تطبیق شود، که دو یا بیشتر از آن کرسی داشته باشد ورای دهنده گان تنها حق دادن یک رای را داشته باشند پس هر کاندید که رای بیشتر بدست بیاورد، در این حوزه برنده اعلان میشود.
سیستم رای غیرقابل انتقال یک سیستم با حوز‌های چندنماینده و نامزد محور است که که در آن رای دهنده‌ها فقط می‌توانند به یک نفر رای بدهند اما در هر حوزه انتخابیه بیش از یک کرسی باید پر شود. نامزدهایی که بالا‌ترین رأی کل را به دست بیاورند این مناصب را پر می‌کنند. این سیستم از نادرترین سیستم‌های انتخاباتی در جهان امروز است و تنها در افغانستان، اردن، جزایر پیتکارین و ونویاتو به کار می‌رود
سیستم رای غیر قابل انتقال به سادگی قابل فهم است و احزاب سیاسی را به حاشیه می‌راند و این طور وانمود می‌کند که ارتباطی مستقیم میان رای‌دهندگان و نمایندگان‌شان برقرار می‌سازد
اما این سیستم نمی‌تواند به نفع مردم باشد، زیرا در واقع شکل‌گیری یک پارلمان غیرمعرف از سران محلی را تضمین می‌کند که انگیزه‌ای برای همکاری با یکدیگر یا دولت ندارند. همچنین این سیستم می‌تواند باعث تشویق خریدن آرای مردم یا ارعاب آنان شود برای اینکه نوسانات بسیار کوچک در تعداد رای‌ها هم به راحتی نتیجه انتخابات را تغییر می‌دهند.
Though Afghanistan has had democratic elections throughout the 20th century, the election institutions have varied as changes in regimes have disrupted political continuity.
A new election law should be followed by candidates, Independent Election Commission (IEC) employees and citizens. They need to obey all articles in the election law.
The government should order stricter requirements for presidential candidates. Those people who were Jihadis and corrupt think that the election process is a battlefield and dishonest and they will act on the basis of their beliefs.
Ethnicity should be ignored in the election. Limiting the number of candidates will be better for the election. The IEC should be truly independent and it shouldn’t be controlled by anyone. The only thing the IEC should be concerned about is protecting the people’s vote.
I think Afghanistan’s election process needs to change to an electronic system because every person has a right to vote. If we change to an electronic system, fraud will decrease.
Secondly, a culture of holding an election needs to be institutionalized in the country. Also the president shouldn’t think the presidential job is his birthright.
They were using ink, spray and flashlights to check people’s fingers so they couldn’t vote several times. But these things weren’t effective.
They should have hired honest employees to work in the polling centers. Then we could have had the most transparent election in the history of the country.
If the voting and counting processes are electronic, we will have transparent elections in the future.
Afghanistan’s government is not capable of preventing corruption. I think it is impossible to have a transparent process in future elections without changes. Afghanistan’s government needs to act against corruption and hire professional people for government.
Yes, the Afghanistan election system is not up to international standards. The current election system will continue increasing fraud.
